Oversight is not observation
A human watching a dashboard does not constitute effective oversight if intervention is slow, unclear or technically impossible.
Four minimum conditions
Meaningful oversight requires relevant information, explicit authority, sufficient reaction time and a validated intervention mechanism.
Design implication
Oversight must be engineered into system architecture, incident processes and decision rights before deployment.
